RE: Citizens' Memorandum of Understanding

Dear Secretary Frank,

The undersigned Wisconsin organizations and individuals represent thousands of Wisconsin citizens who are concerned about Concentrated Animal Feeding Operations and the pollution they create. Water and air pollution from the factory farms proliferating throughout our state increasingly threaten Wisconsin's precious rivers and streams, public health, and rural quality of life.

Today these Citizens' groups call on you and the DNR to work with us to fundamentally change the way Wisconsin regulates CAFO pollution. Towards this end, we propose the attached Citizens' Memorandum of Understanding for your consideration. This MOU lays out the goals of citizens affected by CAFO pollution who seek stronger enforcement of the law, improved transparency, and increased communication between your agency and rural stakeholders. Although this MOU addresses a range of issues, please consider it an official public comment in opposition to the proposed dairy CAFO General Permits.

It is our hope that this document will give the DNR support to reaffirm its mission to protect Wisconsin's natural resources, by opening the door to discussions on how CAFO regulation and enforcement can be strengthened. Together we can sustain rural communities and responsible family farms, while protecting Wisconsin’s air, land, and water.
